Policy Seminar

Strengthening collaboration between research, practice and policy is one of the main intentions of the "Educating the educators" conference. Therefore, national and European policy makers are invited to the Policy Seminar to collaborate with STEM educators, researchers and practitioners, in particular representatives from teacher associations and the fledging PD Centre network. The Policy Seminar is part of the "Educating the educators" conference and is to be held on 8 November, 2016. Its topic is “Scaling-up STEM teacher professional development: Overcoming challenges through a research-policy-practice dialogue”. The main aims are to

  • Present the latest research on teacher professional development and its scale-up: Effective models, key principles and discussion on implementation, shortcomings and challenges in the European context.
  • Discuss recent trends and innovations in Europe: The work and experiences of newly established STEM PD Centres; scope and focus of the European PD Centre network initiated by project mascil and ways to further strengthen the voice of practice at all levels.
  • Propose action to overcome challenges to scaling up STEM teacher professional development by drafting “next steps in Europe! – on the basis of mutual exchange between policy makers, researchers and practitioners.

The seminars workshop format will ensure that every participant will leave the seminar with concrete ideas on improving STEM teacher education and professional development at the local or European level.

Thomas Pritzkow: EU co-operation on policies for teachers' professional development

The European Commission encourages, supports and complements the activities of EU Member States in the field of education. Supporting teachers, and school leaders, in their roles for high quality and inclusive learning is recognised as a major policy concern for EU countries – and a priority for their joint work at EU level. This includes the ways in which teachers and school leaders are selected and prepared for their role, the professional development they engage in, as well as policies that can help raise the attractiveness of these professions.

One of the key messages from the European Commission's work with European Education Ministries and stakeholders is that policies should aim to support teaching as a profession based on collaboration (not isolation) and career-long professional development. Other issues addressed include the benefits of collaborative governance to improve teacher education, the need for policies that support a continuum of teacher education and ways of balancing the provision of Continuing Professional Development with existing needs.


Thomas Pritzkow, Policy Officer, Schools and educators, European Commission, DG Education and Culture

Thomas works at the European Commission's Directorate-General for Education and Culture where he is part of the team in charge of EU policies in the field of school education. His responsibilities are linked to policies in support of the teaching professions: teachers, school leaders and teacher educators. He was one of the co-ordinators of the EU's Education and Training 2020 Working Group on Schools Policy that produced 'Shaping career-long perspectives on teaching - a guide on policies to improve Initial Teacher Education' (2015). Under a new mandate this Working Group is currently preparing a range of peer learning activities with peer reviews of school governance systems among European countries. Joining the European Commission in 2008, Thomas previously worked on the EU’s funding programmes for the schools sector (Comenius, Erasmus+). He is from Freiburg, Germany, and holds MAs in European Interdisciplinary Studies and Geography.
